Florida Energy Issues and Trends

Fossil Fuel Resources, Global Warming, Peaker Power Plants and Our Energy Future
I’m going to address the “big picture”, how these plants relate to energy policy and global warming. My opening points concern Florida’s energy resources, the nation’s resources, and their relationship to peaker plants...

Statement for the Record, Broward County Commission hearing on proposed moratorium on the issuance of air quality operating licenses for merchant power plants: “As a Matter for Florida Energy Policy: Are Peaker Power Plants Right, or Are They Wrong?”
June 12, 2001

Letter to the Editor, Opposing South Florida Sun-Sentinel editorial: “Approve Enron power plant”
This morning’s editorial (Approve Enron power plant, Friday, April 6th) omits several critical points in the big picture Pompano’s City commissioners are asked to consider...

An Open Market for Merchant Power Plants—Betting Florida’s Energy Future on the Wrong Horse
The Energy 2020 Study Commission submitted its Interim Report, “Proposal for Restructuring Florida’s Wholesale Market for Electricity” to the Governor and Legislature earlier this month. The report begins by recommending that Florida open its doors to Excluded Wholesale Generators (EWGs) so they can build merchant power plants at will. There is no requirement for Need Determination, which is required only for utility power plants serving retail (not wholesale) load...

Integrating Florida’s Energy Efforts for a Sustainable Future
I can think of no other time in history when energy and energy-related environmental issues were more pressing than they are today. What’s most worrisome is that unless they’re solved with dispatch, these issues threaten to define 21st century living conditions in ways none of us want to think about. They affect everyone on the planet...

Energy Study Round 1: Wholesale Restructuring
The Governor’s Energy 2020 Study Commission held its first meeting in September to consider Florida’s electricity future. Governor Bush opened the meeting by reminding the members that “they come without strings attached”. That they “should think about big changes rather than incremental ones” as they consider Florida’s growing demand for power, the changes taking place in the energy industries, and the development of new energy technologies...

Governor Bush Creates Energy 2020 Study Commission
Significant energy news came out of Tallahassee early this month of interest to chapter members and everyone concerned about Florida’s energy future. With the legislative session about to end and the House without time to debate Senate Bill SB 2020 which would have created a study commission, Gov. Jeb Bush seized the initiative and issued Executive Order No. 2000-127, which creates the Energy 2020 Study Commission. Its purpose—to propose an energy plan and strategy for Florida...

Hydrogen Seat for Florida Clean Fuel Board
Last month I wrote about the new Florida Clean Fuel Act and the need for a hydrogen seat on its advisory board. On September 30th, the Clean Fuel Florida Advisory Board held its inaugural meeting in Orlando and, at this meeting, a hydrogen seat was created...

Energy Report—1998 State Legislative Session
Following is a recap of the hits and misses—mostly misses—in this year’s Legislative Session. Although few energy-related bills were passed, what is interesting is the diversity of the issues that actually made it to the proposal stage. What’s glaringly obvious, though, is that energy and environmental sustainability just don’t rate in the state that stands to lose the most...

Governor’s Commission Adopts EAC Report
WEST PALM BEACH, December 3rd — After three months of review and discussion The Governor’s Commission for a Sustainable South Florida adopted in its entirety its Energy Advisory Committee’s A Report on Energy Issues...

EAC Report: Florida is NOT Energy Sustainable
For over a year the Energy Advisory Committee (EAC) of the Governor’s Commission for a Sustainable South Florida has been engaged in intensive 2-day sessions each month to consider the factors affecting Florida’s energy future, and make recommendations through the Commission to the Governor that ensure Florida’s energy sustainability. On September 4th, the EAC presented its Report on Energy Issues, including 37 recommendations with specific action steps, to the Commission’s Quality Communities Committee. The following is our Introduction to the report... [page includes link to entire EAC Report]

The Question of Energy Sustainability
For the Energy Advisory Committee of the Governor’s Commission for a Sustainable South Florida, energy sustainability is the central question facing its members today. As most will agree, it’s a multi-faceted issue delving into the far reaches of energy supply and consumption patterns, and involves our ability to recommend changes and solutions to those patterns for the longer term good and health of (South) Florida, its businesses and its citizens...

EAC and Florida’s Energy Efficiency Code
Thanks to Isaac Jones’ Energy Advisory Committee “Call to Action” insert last month, the Chapter is developing recommendations on IAQ and also recommending Bill Davis’ suggestion that an EMS in every existing and new commercial building should be part of the Florida Energy Efficiency Code for Building Construction (the Code). Stephen Turner, Don Herrmann and Ron Bailey are assisting me in developing the indoor air quality recommendations to be presented to the EAC. The Code is expected to be featured prominently in our IAQ recommendations...

Governor’s Commission for a Sustainable South Florida
WANTED: Problem-definition, recommendations, and wish-lists for the Energy Advisory Committee (EAC) of The Governor’s Commission for a Sustainable South Florida ...

National Energy Issues and Trends

To Drill or Not to Drill
This column is about the Alaska National Wildlife Refuge (ANWR) and its role in Florida’s energy future. Much is being made about reducing America’s dependence on imported oil and the positive impacts for Alaska’s economy by including a provision for oil exploration in ANWR in the Energy Policy Act of 2003 currently being hammered out by a conference committee in the U.S. Congress. The House and Senate chairmen of the conference committee, both Republicans, and the President, want to include ANWR exploration in the energy bill although a proposal to open the refuge failed 48-50 in the Senate’s version of the bill earlier this year...

$6.3 Billion Energy Budget Proposed
If you missed it, this is what President Clinton had to say about energy in his recent State of the Union Address: "Our overriding environmental challenge is a worldwide problem requiring worldwide action, the gathering crisis of global warming...
